A quarterly report from First American CoreLogic relays some disturbing information. The firm that tracks loan information says that three foreclosure notices are being filed in California for every building permit. Just two years ago, the trend was nearly reversed, the executive summary reports.

Also, the number of loans that are more than 90 days delinquent continues to grow, indicating that foreclosures and bank-owned properties will not abate soon. The report says that the median house price in California has declined 28% in three years and that six California markets have or are approaching 50% declines.

The five regions most at risk over the next six months: Riverside/San Bernardino, Los Angeles/Long Beach, Salinas, Modesto and Sacramento. The safest city in California? Chico, the college town with big trees and

lower rates of price declines and foreclosure filings.
