Fresno and Visalia didn't do so hot on Forbes' list of best places to do business.

Fresno (No. 186) did outrank its neighbor to the south somewhat -- Visalia was No. 194, but the margin was small. Both cities likely could do better.

However, Stockton weighed in at No. 196, Modesto No. 198, Merced No. 199 and Salinas closed the list at No. 200.

Raleigh, N.C., was No. 1.
